What is a Mechanical Stairway? Is'nt this just a metal stair?

Yes, it is just a metal stairs but it also has some very particular elements like the rails with endless bands.

Any idea?

You'll prbably have to create on yourself. Stairs are system objects that cannot be saved to disk.
