"Is there a way to eliminate the view title tag"
sure. under the properties of the 'viewport' duplicate (name it no title or
something similar) and select the 'no' option for the 'show title' type
parameter.
"Also, can a schedule be made that does not directly tie into information
elsewhere in the project?"
no. sounds like the job for a legend. specific examples of your looking for
here may get better suggestions. schedules get their information from the
model (they are another view of the model) by definition they are
parametric.

Is there a way to eliminate the view title tag (circled in red in the
attachment) on legends placed onto a sheet, without eliminating it from the
standard views?
Also, can a schedule be made that does not directly tie into information
elsewhere in the project?
I'm trying to come up with a way to do sheet notes and legends that can be
applied to multiple sheets, but only need to be changed in one area and
still affect the other sheets.
If there is a way of doing this besides using a legen
d, a way to use a schedule that does not tie into existing information, or
if there is a way to shut off the view title on a legend, please let me
know.
