Family Ref Planes and DIMing it

When I create a ref Plane how do I tell it that IT is sapposed to move and
NOT to move other reference planes?

First, select the new reference plane, lines, etc. and determine if they are locked to anything else.

The easiest way I've found is to use either Dimensions to lock it at a fixed distance, or parameters to make it move from the "defined start point" (Where the first two grids intersect.
