Entities below bottom of view range are visible

I have drawn a two-level modular building. The first level walls and components are visible in the second level floor plan view, even though the bottom of the second level primary view range and the view depth are set to 0'-0" offset from the second level.

I can hide the elements in the second level floor plan view--although I shouldn't have to--but they still print.

What gives?

Have you checked the View Properties Underlay parameter or if the model graphics is set to Hidden Line?
