DWG export from Revit - shifting annotations and views

We're having an issue: we export a sheet full of interior elevations to all different DWG file types (versions) and it seems like all the data is there but within modelspace the annotations don't always align with the linework. In paperspace the linework doesn't always align with the viewport. It isn't in all viewports, however. some viewports align correctly.

Do you receive the same results with “Xref views on sheets” checked?  Also if this is Revit 2011, are the results the same if you toggle the DWG Properties > Text Treatment > Maintain Functional Fidelity?

I am having an issue where the titleblock text is somehow shifting when I export to DWG.  Please see attached pdf of what it SHOULD look like and dwg of the actual location of the words "PROJECT NAME"  The text should be aligned with the top of the thick line below the text.
