To be able to make dimensions editable, you need to select the object and not the dimension. When you do, the dimension turns blue and then you can click on the text and edit it.

so, i cannot build dimensions onto the drawing directly, and change the sizes by modifying the numbers?

Yes you can. But to modify the dimension, you need to select the element that the dimension is driving, then click on the dimension text and it becomes editable. When you change the text the element follows.
