Baluster Panels - Why would they do this?

I have not been able to get a Baluster Family to follow the angle of the stair that is hosting it and the railing.  Why would the baluster panel step down as the stair and railing go up?  See attached.

 

I would really hate to model this railing in-place.

 

Any ideas on what I am missing?  Any good tutorials out there that go into more detail than most books published now?

Hi,

 

at the railing's type properties there are couple of settings to define the exact position of the baluster panels/ profiles.

Please check specially the settings bellow (select the railing/ Edit type):

- Baluster Offset
- Baluster Placement Dialog
- Rail Structure Dialog
