Adding placeholder sheet to existing sheet list

Using Modify Sheet List Tab - Rows Panel - New. It will not add a new row to my Sheet List.

It does not add a new row to your sheet list... where exactly? in the schedule of sheets or in the list of sheets in the Project Browser? If you mean in the Project Browser, that's normal, if you mean in the schedule, that's weird.

Is the New button greyed out, or does nothing appear to happen when you click it (assuming it's not greyed out)?  If it's the latter, duplicate the schedule and remove any filters.  Your schedule might be filtering out views that don't have particular project parameter data (i.e. a parameter for "include in list" that is set up to exclude any sheets that don't have a value for that parameter).
