which program that is vista compatible will open Quickcad files and save as DWG. can not get Quickcad to save as DWG since upgrade to Vista.

AutoSketch 9 will definitely do so. It is literally QuickCAD with a different name. I recently purchased it online for $30 and absolutely love it. AutoSketch 10 is available also, but has a higher pricetag, typically around $200.
