precision copy-paste?

Copy-paste through the clipboard uses the lower left corner of the
"extent" as a reference point. This point seems arbitrary and not
related to any real point in my drawing.

How can I select an entity or group of entities and specify a reference
point within the selection, so that I can copy them to an exact relative
destination?

Have you tried changing the About Point before Copying?

What is the destination app?

Dave,

You could use Edit - Transform - Translate with the copy box checked. When
selecting the "from point" snap to the point you wish to use as the
reference. You can then type "R" to bring up the "Enter 2D Coordinate"
dialog, and key in the relative distance you wish to move the copy.
Remember to Tab between the X: and Y: fields.
