I have gotten this to run successfully under both versions of Windows 7.
Download file, extract contents in your C:\Program Files Directory, Right mouse click on QuickCad.exe and send to desktop. You MIGHT have to set as "Run this program as an Administrator" and Choose Windows XP (Service Pack 3) under Compatibility Tab or you might not!!!
