Is the Autodesk QTO program the same as the Civil 3d QTO program? I have Civil 3d and I would like to learn to use it, but If the Autodesk QTO is more robust i would like to get that.

The QTO Manager in Civil 3D is separate software from that of Autodesk Quantity Takeoff. Here is some information on QTO in Civil:

In Civil 3D, you are able to export out to 2D and 3D DWF files as well as export your Takeoff catalog you created through the QTO Manager in Civil 3D and import these into Autodesk Quantity Takeoff to create a project. This process is described in the following post:

I want to be able to visually document what I have assigned pay items to in a drawing. So that someone can open a dwf file and see what items have been quantified. This was we can back check our quantities outside of autocad. This was an engineer who rarely uses autocad will not mess up a drawing.

The QTO Manager is built into Civil 3D and does not require Autodesk Quantity Takeoff (which is a separate application).
The posting “Civil 3D and QTO - The Quick How To Guide” shows how you can export the takeoff information you created in Civil 3D to import into Autodesk Quantity Takeoff. Yes, to follow the process from the post, would require you to have both applications. However, you are able to generate your takeoff information and create reports in Civil 3D using the QTO Manager without having Autodesk Quantity Takeoff installed. I included the blog posting as your question was regarding the two applications.
