Do you currently have a copy of AutoCAD Map or AutoCAD LDT? If so, there's an option for importing several different formats including MicroStation DGN's. All you have to do is select "Import" from the "Tools" section of the Map pulldown menu (i.e. Map > Tools > Import). Then select MicroStation Design (*.dgn) from the "Files of type:" field and select the file you wish to import.
If you don't have Map or LDT, then you'll need to have someone who has access to one of these translate the file for you. Or you can ask the person and/or organization who owns the DGN file to save it as a DWG file (MicroStation has the ability to do this.)

I do not have the import option under tools menu. I save the microstation drawing as a ".dwg" file when I try to open the file using Autocad and get an error message "file not valid".
Can you help me with this?

I tried using my map option to convert dgn to dwg. It worked, but it seems the .cel that are associated with the drawings did not convert. Is there another way to get the dgn file with the .cel files to all convert in one move?

Im new to CAD what is a DWG File, DGN File and the meaning of Map or LDT..
Are you trying to say that Auto Cad can open any other drawing from different softwares ex: Microstation, 3d Max, CAD Eagle...
