Saving .DSD from publish dialog w/ ishomogeneous set to TRUE

Every time I save a .dsd file the IsHomogeneous property is set to FALSE eventhough all sheets are saved with the same imported pagesetup (they are homogeneous).  Using the publish command, when I open the .dsd file and plot (to PDF) it creates a homogeneous PDF (1 file).  When i try to use -publish (because all you have to do is double-click the file and you're publishing) it tries to create individual PDF files for each sheet.

 

If I manually open the .dsd file and change it to  "IsHomogeneous=TRUE" then I can issue the -publish command and all is well (it creates 1 pdf file)

Does anyone know why the IsHomogeneous is not set to TRUE automatically when I save the dsd file from the publish dialog box?  If so do you know what setting to change to make it save as TRUE so I don't have to manually open the dsd file and set it?
