Plotting Scale Issue

I have an issue that is driving me crazy! I have a floor plan drawn actual size in model space. I then have a layout with a vport set to 1"=60'. When I plot using "layout" option the scale is 1"=50' dead on when I lay a scale on the drawing ?

 

Any help would be greatly appreciated ...

Could you please add the drawing here so I could have a look at it?

 

What I am thinking is that you might have a layout scale set on your layout. But it would be easier to figure out what is wrong if I look at the drawing

Plotting to what? Using what driver? What other options do you have selected on the PLOT dialog box?
Is the problem limited to one file?
