Clone Item Permission

Currently the clone permission is inherently tied to the edit item permission.  Has there been any discussion on making that a unique permission.  Specifically in by determining if the item details can be cloned as well as allowing the BOM, relationships, or grid to be cloned as well.  The use case would be to restrict part or BOM cloning to key individuals. I could also see the use case where you would want to restrict cloning of the attachments or relationships.
