Sorting Category & Subcategory

What is the best way to sort Categories & Subcategories on a field? I was trying to use a picklist but I am not sure if this is possible.

See attached.

Want to achieve: 

When Agent/Customer Commentsis selected, to only show these options Cancelled Order Great Job Major Change Order Requesting Early Delivery Response Time

Have you looked into filtered pick lists?

Another resource in addtion to the ones Bastien mentioned - I did a blog last summer about Filtered Pick Lists in PLM 360.
