Can't upload attachment

Hi,

 

I have a workflow-enabled workspace that uses a 'lock-state' towards the end of the workflow (see attached). I have given users all available attachment permissions. However the users are unable to upload attachments unless I give them 'admin over-ride workflow locks' permission. Even if I remove the 'lock-state' from the workflow the problem persists. 

 

Am I doing something wrong?

 

PS. Users also have access to create and edit items in the workspace.

There could be a good chance that a script is still locking it to an owner or something on the approval board.
