workflow notifications

Hello,

I had a question about permissions in the workflow editor. I am trying to set it up so that only certain people get the notification about advancing the workflow, but I don't seem to be succeeding even though when I look at the workflow actions map I only see the two names I specify. Could it be that only those two people have the authority to advance the workflow but everyone still gets the email anyway or could it be that I am doing something wrong when I set up the permissions?
