What I did once is the following

Open Navisworks Simulate

Go to a positon manually, use the viewcube to look in a specific direction, like Nord.

Save a Viewpoint and give it a name

Delete all other viewpoints

Export the Viewpoints.XML

Edit the Viewpoints.XML with a Plain ACSII editor.

Replace the name of the viewpoint and the coordinates of the save viewpoint with those that you want to have

Save the XML and Load the viewpoints again in Navisworks

I was able to create viewpoints that way of the exact locations where the laserscanner was located,

so that the attached clouds were indeed very good visible.

How about right click at any margin area in the view, then click at VIEWPOINT->EDIT CURRENT VIEWPORT, and set the Position there?
