Unfortunatley this error is something we have seen occasionally with Primavera SDK. The SDK is pretty much in maintenance mode as far as Oracle are concerned so we are looking at alternatives and work-arounds, though we cannot promise anything at this stage.
For right now we recommend taking the time to install Primavera Web Services and use the Web Services connection which can be upwards of 10x faster and is very robust.
Sorry I am unable to offer a better solution at this time
