Beams-Walls coming in as "NO LEVEL"

Got a situation where 'Structural' Steel Beams Created on a Specific Level, in this case T. O. Stl-2nd Flr, are showing up in NW as being assigned to "NO LEVEL".  Columns that were crreated on Same Level are showing up as being in proper Level.  Has anyone run across this before?  Even have some walls that were created on T. O. Slab-1st Floor, showing as being on "NO LEVEL".  Using RAC 2011, and Worksets are enabled.

This is typical.  Usually, if an object spans multiple floors, then this will happen in NW.  But it isn't limited to those objects that span, I have seen MEP objects get tagged as NoLevel as well.
