Looking for the best hardware configuration for Autodest Building Design Suite Ultimate 2015, Navis and TSI Cad duct

I would need a little more detail on what you´re planning to do.
Judging by what I know about Navisworks I would recommend
a single Xeon CPU. I think the 12xxV3 series or the 16xx series
would be fine. They deliver a very high single core performance
and Navisworks strongly benefits from that.
Only raytracing makes use of all the cores. If you´´re not planning to
render a big deal more than 4 cores are a waste of money.You might
be checking the passmark page for Single thread Performance bench-
marks. The Xeons I mentioned before do pretty well and aren´´t that
expensive eighter.
In my Opinion the graphics card should eigther be a Quadro 4000K or
a Fire W7000. I prefer the AMD card, it delivers the better punch for
the buck, but I guess you would also be fine with the Quadro 4000K.
Depends on scene complexity and quality also. Those two cards are
good allrounders. But be sure to check for their stong points and if they
apply to your scenario, you can save some money there.
Which budget are we talking about? If money does not matter you
can still invest in a better graphics card.
For the mainboard.... which extras do you need? The mentioned
above Xeons fit onto many consumer boards. I´´d not use a board
with a Z87 chipset. It´s featuring overclocking oiptions you will not
need.
Have a look for ECC Memory support. The Xeons can handle up to
32 Gb of you´re going to need a 26xx series Xeon for example.
Use a SSD as a system and swap drive. Personally I store all the pro-
grams on a harddrive, and all the temp folders and swap variables
are set to my SSD drive, therefore 256 GB are sufficient.
