You have two options.
You can use RealDWG

or you can use OpenDWG.

OpenDWG has a basic membership which allows you to do testing but not use it
commercially. About 200 bucks.
Contact Autodesk about a trial of RealDWG. I was able to get a trial a few
years back.

There are no Trial Versions available.
It's 250 Dollars for OpenDWG and 5000 for Autodesk's RealDWG.
Prices vary if you are creating commercial programs.
