Is there any way to build a LISP function in .Net to return a selection set?

Short answer is Yes, and there isn't anything tricky about it. You just declare a function with the LispFunction attribute, which has a single argument Args as ResultBuffer (can be nil or empty) and return type of SelectionSet.
Then build your selection set in any of the many ways you can do so in .NET and return it.
