insert another drawing into this drawing as a block

i have "this drawing" which is the production drawing with project title border in layouts. i am trying to insert "the other drawing" which is an engineer's stamp into "this drawing". how do i do it?

accessing "this drawing" using:

db.ReadDwgFile(stuff, stuff, stuff)

so i know this one has limitations would this be one of them? like editor won't be available unless the drawing is opened. i am trying to speed up the process by not opening the drawing literally, because there are many drawings.
