What are Delegates

I would like to know
What is Delegate??
Why I have to use the Delegate??
Where to use Delegate??
When to use Delegate??
Some body has suggested me use delegates but I don't know the above things about Delegates please let me know if anybody knows

You are a delegate for the goon you work for. If you were not employed the
goon would have to do work all by himself. Because he has declared an
appointed delegate to do his work for him he can sit around and wait until
the phone rings to talk to his pals about golf.

That's essentially what delegates are and how they function. There's lots
more to be learned by searching the web... submit this search to google...
