WblockCloneObjects causes ePermanentlyErased and eWasErased

I'm creating library tool for saving blocks to external library-dwg file. What could be wrong when I'm getting "ePermanentlyErased" or "eWasErased" when trying to copy a block created from current drawing user selection to other db created from dwg file with WblockCloneObjects ? Should I handle if the user selection contains blockreferences ?
