AutoCAD MEP: Locking down a property defintion

I am able to create a property definition for a property set in .net and lock it down using the IsLocked property.  Opening up the style manager and viewing the property set shows that the property definition has a locked symbol on it and i am unable to modify the source of the property set using the source column.  But if i double click on the property set name it will open up the modify dialog for that particular property definition and allow me to edit it.  This kind of defeats the purpose of locking down the property definition.  Is there a way to keep this from happening or is this a bug in the stylemanager dialog?
