So I am creating a polygon cube, inserting an edge loop, extruding a face and resizing the face. But then when I go to insert an edge loop, its inserting the edge loop at a very bizare angle. Followed the same steps in 3ds Max to make sure I am not doing something wrong. In Max it inserts loop fine. Please check the screen shot.

I suggest you to upload your scene... the way you go is correct, but there is something wrong...
no body can say anything, without checking your scene!!!
first ı select your wong edge and than go to edit mesh /delete edge and vertex than ı selected insert edge loop tool... here is the result..
Using Maya 2014. I reset the Edge loop tool. Deleted the cube's history. Still the improper angel exists when doing another edge loop after extruding.
I did not understand what you've done. Did you see the problem?
it was not any problem in my machine... ı just deleted your edge and add new one with insert edge loop tool... it was correct...
in this situation, I just can say, just delete the folder in documents / maya / 2014-x64 (32)
and restart maya.. it will create this folder automatically... do not worry...
but it will open with default settings...
yes, everything will open like the first you installed....
or if you dont want to reset everything...
you can try restart your computer... sometimes it makes because of your windows system...
this is not real way but for just to try!!!
If you doing that in a cube, verify your face normals, dude.
It looks like the bottom face is facing the wrong direction.
Nope, face's normals are fine. The problem is with the tool kit's multi-cut.
