how i can apply the transforms to my model

how i can apply the transforms to the bones that have chains IK solvers and up vectors to export to fbx for xna i won't use the xsi modtool importer i want use the fbx file for know if my model have good weights paint and if the export of blender it's wrong why my models seen like stretch. or is the effect file?
