Balloons behind menu

Placed a parts list.  The balloon is behind the Ribbon and the Canvas.  I am wanting to move the balloon, but the other stuff gets in the way. I cant pick the balloon to drag it to where I want it. How do I do it?

Hello,

 

please fold the ribbon and storyboard. Then you can select the balloons.

see attached image.
