Change Sheetmetal FLANGE/Type WIDTH/Offset action

By default (2013 and 2014) the side that the Flange is created on is off the part. The Offset Flip command has to be used every time. It makes little sense that when an Edge is selected and that the newly created Flange is not on the edge! The command should be changed so that the default is for the Offset to be on the part.
