Balloons Should Reappear when Changing LOD's

When creating different LOD's in assemblies and then creating drawings from those assemblies, if a balloon is attached to a particular part within a view, why when the LOD is switched to another and the balloon disappears, when changed back does the balloon not reappear?

The balloon when placed and parametrically driven, should not only stay attached to is respective part, but when that part is suppressed through a LOD and then unsuppressed should have it's balloon reappear.

This is something that needs to be addressed because i cant delete a balloon and need it to reappear when the length is changed because of this I need a way to suppress or even have it hidden without me touching the balloon, also even with welding symbols also.
