Hello Andy,
I am aware of being able to control the weld symbol visibility via right
clicking on them in the browser. My question is how can one prevent them
from becoming visible when changing the visibility of the weldment itself?
What I am looking for is a way to change the visibility of a weldment within
an assembly without changing the visibility of it's weld symbols (without
using view reps).

Yes, the weld symbol visibility can be controlled through the context menu
(RMB on weld symbol in the weld section of the browser). Example image
attached...
