dim text, leader text

Is there a way to make leader text a certain color (and not the same color as the leader itself) yet different than that of dimension text?

You will have to use two different dim styles I think. (refering to
different text styles)

set yourself up a new text style called something like leader text

do a new dimension style called leader. on the text option point it towards your new text style 'leader text'

when you do a leader use the new dim style
