Why is Inventor checking out Content Center Parts?

Seems like a simple question - seems like I should know this but have been very busy lately, but several users check out an assembly from Vault Pro 2013 and it checks out the standard Content Center parts with it.  I dont think this should be happening.  Is there a setting for this?  I know most of our users have admin. rights so they can delete drawings if they need to, is this why?  Greatly appreciate any assistance with this.

Were these standard (CC) parts updated in the content center?

Im not sure I understand - Updated in the content center?  Do you mean were they changed?  If so then no, they were just used as standard content center parts (nuts & washers).

Could this setting be the reason?

Possibly - refresh my memory, where did you find that setting?

Nevermind, I found it.  Icon at bottom right.  No, that option is not checked on my computer - I will check other users though.  Thanks for the tip.
