What does the locked sign in a dimension mean

i made a hole with placement linear. what does the lock sign mean? i can change the value of the dimension in either case, locked or unlocked

You can click on the "gobe" in the center of the hole and drag the hole to approximate location.
If you lock one of the dimensions and try to drag - it will only allow dragging along the remaining degree of freedom, if you don't lock, you can drag in x and y.

 

This only stays in effect while editing.  As soon as you accept (OK) the locks are removed.

You can always replace dimensions, this only effects the dragging of placement.

 

BTW - I didn't know any of this before answering this question.  I determined this behavior by experimentation and observation when you asked the question.
