BTW, I do have the off line help installed. But, as long as the internet is still up, it will not use it unless I totally disable my network connection. That is a pain to have to stop and do. Would be nice if there was a option to always use local installed help.

After installing local help files, If you always want to access the local help from within Inventor, you can modify the helpids.xml file located at:
C:\Program Files\Autodesk\Inventor 2015\Bin:
Change the default value - UseOnline="1" - to - UseOnline="0"
The value '1' - This will always launch the online help by default
The value '0' - This will always launch the local help by default
