Modify a part from the content library.

OK, I have a steel tube at 18in.. I want to 45 one end. I cannot find the process. Need Direction. Pleeeease?

I have it in the assembly constrained to one end, but the portion I want to 45 is not constrained.

Find the midplane running through your tube, and create a new sketch on that plane, like this:

Finish the sketch and select the Extrude tool, select the profile and set it to remove material, symetrically, through all... as here:

Hit ok, and this is what you should have:

Have you had much Inventor training on basic modeling techniques?  If not, hit the Get Started toolbar, and run though some of the basic tutorials.

 

Or am I still not seeing what you want to do?

You could also create a chamfer at the outermost edge, then you wouldn't need a sketch.
