MIrrored features

I have created a part which is symmetrical. I need cutouts on both ends of this part. I sketch thes cutouts on one end and then I want to mirror the features about the center line of the part. I place a construction line at the center of the part (at the origin point); this is my mirror line. When I attempt to mirror the cutouts about this line a message appears: "Adding this constraint will over-constrain the sketch." But when I move the mirror line off center, the features mirror without a problem. I have to perform a move to place the cutouts though. Why?

I'd guess because the sketch is over constrained. I would try deleting a dim
somewhere and it seems likely that when you place the construction line it
will be constrained as soon as you place it taking the place of the dim you
deleted.
