The problem is this:
Open the file in Inventor, and observe what kind of "Bitmap" for a few seconds.

I can confirm that saving drawing before all its views become precise does create situations when DWF looks pixelized.
The worst thing about it - sometimes this reulte to disappearing some lines.
May be we are missing some option that would warn those "too fast" users?
Application Options>Drawing: Enable background updates:
Switches the display of raster drawing views on or off.
Raster views increase your productivity when you work with drawings created for large assemblies. You can review a drawing or create drawing annotations before precise calculation of drawing views finishes. Precise drawing views are calculated in the background while you work with raster views.
If enable "Drawing: Enable background updates", Inventor allows to save the drawing without completing the calculation end... There is no "warning".

Interesting... IV used to warn you if you had views that were still in raster. I wonder if this is a regression, or a foolish change.
