If I understand your issue correctly, what happens if you first launch Inventor LT then use the Open command from there to locate and open your part file (.ipt)?
If you're attempting to open a .iam file (assy), LT doesn't do assemblies.
when file is opened from Inventor LT, opens correctly. But when the path is put in as launch application in database, it launches inventor LT but does not open the .ipt file.
