Hem form in 93.47 degree edge leaves a lip. see attached JPG file.
Can anyone advice how to set hem to form correctly from edge?

You should mention when you are not using the latest release as you are likely to get solutions you can't open.
iProperties indicate you are using 2010.

The difference is that I squared the top of the flange defined by Sketch S_03.

Unfortunately I don't have 2010 to show you how I would model the part.
I can only recommend keeping an eye out for alternative techniques.

I agree the modeling technique used was not the best, but what you have seen is a shortcut or translation from an NX6 model to an Inventor 2010 model.
Through some automation, we use the Feature Recognition Enabler add-in to handle the STEP files to treat as Sheet Metal to unfold, grab the new sketch, massage if needed, then auto-constraint to fold again for a sheet metal part. The user had had the prerogative to start from scratch or use what is on hand.
Although, the sketching results are less from desired, the automation process helped to deliver the engineering department hundreds of translated parts from their original modeling source, thus saving amounts of time and effort to start modeling form scratch.
