Extrude a horizontal small cylinder across a vertical big cylinder

Dear guys,

In inventor 2013 I want to extrude  a horizontal circle on surface of a bigger vertical hollow cylinder. but waht i did it enters into cylinder, and i only want to extrude it on external surface. I would be greatfull for anyone who can help me.the file is attached.

In general you should add holes near the end of a design.

Model the part similar to the way ti would be manufactured.

You could extrude and cut away again, but I recommend simply starting over and do the part correctly from the beginning.
