Exporting Assembly to ACAD 2014

We are attempting to integrate a new design into some legacy drawings by simply issuing a change in lieu of a new drawing package. To do this we only need to replace a view to one of the sheets. I have the assembly for the model in Inventor 2014 but when I export it to a DWG file the object only appears as an image in what appears to be a paper space block and none of the ACAD commands work (e.g copy, scale, annotate etc). We really need the model to appear identical to the views on the legacy drawings but can't do this if we can't annotate in ACAD

I've tried:

Export > CAD Format (DWG)

Export to DWG

IDW to DWG

Save Copy As (DWG)

****Cant attach file because the design is subject to special export controls by the Dept of Defense
