I have created a workplane with an angle of 32deg 1'.
If I edit the workplane dimension, it incorrectly shows 32.0 deg.
32.0 deg shows in the parameter dialog also, with a model value of 32.016667.
Using the measure tool I get correct value, why does the dimension edit box only show 32.0?
You don't state version, but I get the same using 2010 SP3 x64. Anytime I create a parameter as you've described (X deg Y'), the displayed equation is rounded to one decimal, while the nominal value is correct. This is very strange. I don't think the displayed equation should not equal the nominal value.
This was discovered in 2011 and is the same in 2012.
Doesn't matter if you change the number of decimal places in the file, it still only displays one decimal place in the edit dimension dialog.
If I enter 32.02, it displays 32.02, but not when I enter 32deg 1'.
Looks like this may have been a problem all along.

I validate your observations in my Inventor 2012 and also reproduce this issue, and sorry that i cannot explain why behavior for angle format 32deg1' is different with format 32.02deg. In order to track this i have logged it in our issue tracking system (1416971), and development team or customer experience team will take a look at it.
So let's use Xdeg format as the workaround currently.
