Drive constraint

I have a problem with drive constraints. Inventor shows error "Cannot solve at (or near) this point. Check drive parameters and adaptivity settings." I am beginer and this is my first drive constraint. I try everything and it's not working. Please help me to resolve this problem

Try one more thing. Zip and attach your assembly here for others to take a look at.

An assembly needs all the parts.

I'm not sure what to click to download because of the language, but somewhere during the drive, it meets a point where two constraints are conflicting

To download just click the blue arrow.

Can you tell me what constraints are conflicting, I can turning wheels by push and move the arrow on one of the part, so it's working. I don't understand why driving constrain not working when mechanism turning.

Sorry, I'm using an older version of IV and was not able to open your files.
