Make a workplane tangent to cyl (click on
workplane tool, select a plan parallel to the one you want, click on cyl's
surface)
Start a new sketch on the tangent
plane
Insert an image (BMP, DOC, XLS) from
the sketch panel bar
Exit Sketch
Issue Decal command
Pick image, then pick cylinder surface as the
face
Check wrap to face
Hit OK

Forgot to add that you can constraint the decal
in space by using projected geometry, constraints and
dimensions...
