Can't place insert constraint

Please see the attached file, IV7 will not allow me to select the counterbore inside the yoke. I need to create an insert constraint between the yoke and the cylinder asm shown, so that the cylinder asm can pivot. The yoke is curved along the sides, facing inward slightly at the ends, but the counterbore is parallel to the x-y plane and was created via a midplane extrude. I tried to post the assembly but it was disallowed.

It looks like where the c'bore starts is not a flat surface. Which will not give you an insertion point.
Try mating the axis of the cylinder pivot with the axis of the c'bore.

Or, try an insert with an offset at the bottom of the counterbore

It will not let me select the counterbore, totally ignores anything associated with the circular cutouts as if they are not there. That's the problem.
